I really have to agree with Jas here hit capping should be near enough mandatory for all DPS players in ICC.
Just so everyone understands spell power vs Hit for DPS....
DPS benefits enormously from Hit (some simple theorycrafting)....
In 5 minutes of combat a player mght cast 100 spells. If each spell does 8000 dmg average then we are looking at 800K dmg in 5 mins = (800,000 / 300) 2666 DPS
Conisder that a player can miss with 5 spells in that time because he/she is not hit capped but 5% below, they would the expect to only do 760,000 dmg in the same time so the dps would be = (760,000 / 300) 2533.
Basically the player has lost 40,000 dmg from 5 of their 100 casts being wasted. So to get that 40,000 missing dmg back from the 100 spells cast we'd need to get probably an extra 300-400 spell power (40,000 / 100 = 400 - depending on coefficients).
If we take the 300 spell power as being what is required (the low end due to decent co-effcient) we could approximate 300 spell power to 5% hit. 5% hit is approx 130 hit rating (@ 26HR per 1%) so each point of hit is worth 2.3 spell power.
This greatly simplifies the impact of hit cap because spells can crit when they do actually hit also so the actual value of hit is far greater.
